Ted Spilman, Executive Vice President
Ted Spilman is the Executive Vice President of HMS, Inc. and brings a broad background to this position spanning over thirty five years in the military and business. His experience includes acquisition tours in both government and contractor roles during all program phases from pre-E&MD to O&S. His direct responsibilities have ranged from program management of ACAT III through ACAT 1D programs. Program types have included platform and subsystem development as well as platform integration and systems engineering and integration of large scale shipboard systems.
Spilman has recently retired from BAE Systems as Vice President of Strategy and Planning for the Intelligence & Security Sector. In that role, he led the integrated business planning process, setting the business rhythm. His organization developed strategic execution plans which became the framework for investment decisions, pursuits, partnering, and technology development, along with mergers & acquisitions / divestitures. Spilman was also responsible for the integration and adjudication of merger and acquisition candidates.
He had a distinguished career as a Naval Aviator, retiring as Captain in 2001 with 26 years of service. His final Navy assignment was as the program manager for the X-35 Concept Demonstrator Program in the Joint Strike Fighter Program Office. During his tour with the Navy, he also was the program manager for Naval Mission Planning Systems and the Tomahawk Afloat Planning System. He spent more than ten years flying the F-14 Tomcat aircraft, amassing more than 3,300 flight hours and 650 carrier arrested landings while serving in four squadrons and completing seven operational deployments.
Spilman is a graduate of the Naval Academy and has a master’s degree in systems management from the University of Southern California and a master’s degree in systems engineering from Virginia Polytechnic Institute. He is a graduate of the Defense Systems Management College's Advanced Program Management program. His professional affiliations include the Navy League of the United States, the National Defense Industrial Association (NDIA), the Network Centric Operations Industry Consortium and the Association for Corporate Growth.
